Where joint manufacturing between Bosnia and Herzegovina and Türkiye makes sense

A partnership creates value when it combines market access, know-how and verified execution into a capability neither side has alone.

Proximity may open a conversation, but the product, buyer, technical capability, origin rules, full economics and governance determine whether cooperation becomes sustainable manufacturing.

Proximity opens doors but does not build the business model

Links between Bosnia and Herzegovina and Türkiye may accelerate first contact and trust. They do not identify the product, buyer, missing capability, investment burden or profit after all costs.

Preparation therefore starts with a defined product, use, buyer, specification and market. Location, equipment and legal structure follow. Joint ownership is not the opening assumption; it is one possible final structure for a business case already tested.

Four cooperation models must not be confused

A subcontractor performs a defined operation to another party's drawing or order. A contract manufacturer assumes a broader process and repeatable-series responsibility. A licensed partner receives precisely limited rights to technology, process or brand. A joint venture combines capital, governance, risk and outcome in a separate structure.

Any model can be appropriate. Before equity is negotiated, the parties should define the capability required, the control each side needs and what happens if volume, quality or market demand is not confirmed.

A machine is not technology transfer

Equipment does not automatically transfer the ability to manufacture a stable product. Know-how includes process parameters, documentation, training, commissioning, acceptance criteria, maintenance, troubleshooting, change control and support while volume increases.

Before series production, the supplier and site require technical qualification, a sample or prototype, a pilot batch, deviation measurement and corrective action. A successful prototype does not yet prove repeatable capacity, lead time or acceptable scrap cost.

Origin and market access are product-specific claims

Assembly in Bosnia and Herzegovina does not automatically create Bosnian origin or EU market access. Tariff classification, input origin, sufficient processing, evidence and the rule applying to the exact product and destination must be verified.

Sales to Türkiye, the Gulf or another market require the same discipline. Technical standards, testing, registration, labelling, importer duties and any halal requirements are settled before design and series production, not after the goods exist.

The contract protects knowledge and decision-making

Background rights must be separated from improvements created during cooperation. The agreement covers licence or assignment, field, territory, duration, confidentiality, tooling, data, employee and contractor rights, and use after termination.

Governance determines approval of product, customer, budget, debt, key supplier, leadership, quality level and process change. Deadlock, default and exit need rules. Exclusivity without minimum volume and measurable performance may block rather than protect the project.

Full economics extend beyond labour and equipment

The comparison includes tooling, freight, customs, testing and compliance, energy, working capital, training, scrap, rework, warranty, delay, foreign exchange, learning curve and interruption cost. Lower labour cost cannot repair unstable quality, slow delivery or dependence on one person.

The people plan must prove available operators, technical leaders, training and retention. Digital and process maturity are assessed before automation. Local value rises when the Bosnian team assumes engineering, validation, sourcing, quality, maintenance and customer support—not assembly alone.

Scale follows controlled decisions

The sequence is commercial thesis, mutual qualification, protected information exchange, technical and market feasibility, pilot, measured decision and only then scale or a long-term structure.

The case should stop if there is no named buyer or use, rights are unclear, one party carries all capital and working-capital risk, origin is assumed, equipment lacks acceptance criteria, or a partner refuses evidence, audit and transparent economics.
